PROTECTION OF WOMEN'S RIGHTS ON A LEVEL OF COMMUNITY: EXPERIENCE OF THE CITY OF UMAN

The article summarizes the regional aspects of the innovative experience of developing a system of measures to ensure equal rights for women and men, identifying effective tools for implementing this system.

Among the major achievements on the path to gender equality and women's rights are: Approved Social Program for Combating Trafficking in Human Beings for the period 2015 - 2020; the City Social Program for Promoting Gender Equality for the period 2015-2020; a mobile brigade of social and psychological assistance to persons affected by domestic and / or gender-based violence; adopted a decision of the Uman City Council «On joining the European Charter of Equality between Women and Men in the Life of Local Communities»; Procedures for the interaction of actors involved in preventing and combating domestic and gender-based violence, etc. have been developed and approved.

According to these programs, measures are taken to prevent the occurrence of domestic violence, gender-based violence and trafficking in human beings: information and educational activities on the legal education of student youth and prevention of domestic violence; a public awareness campaign to prevent trafficking-related situations; exhibitions-reviews of educational and reference books on prevention and counteraction to violence, gender discrimination; contests of thematic drawings for children and youth at the local level; producing and distributing school social advertising to prevent domestic violence; distribution of leaflets and booklets of relevant topics among the population of the city.

To ensure gender equality in the city's population and to provide individualized social services, labor management works closely with community-based social organizations. There are 40 organizations in the city of Uman, 25 of which are headed by women.

Local authorities, in order to bring the governance component closer to the people, should create a better platform for combating the existence and reproduction of inequality and for empowering an equal society.
