ORGANIZATION OF DISTANCE LEARNING IN A COVID-19 PANDEMIC: ANALYSIS OF THE INTERNATIONAL EXPERIENCE OF EUROPEAN COUNTRIES

The international experience of organizing distance learning in some European countries in a pandemic is analyzed on the basis of data posted on official educational sites. The experience of those European countries which: demonstrate a high level of development of digitalization (Austria, Great Britain) is characterized; have very high morbidity and mortality during the pandemic (Italy, Spain, France); have a relatively low level of digitization (Bulgaria, Croatia, Czech Republic).
It was found that despite the socio-economic and political conditions, the specifics of the educational systems of the countries selected for analysis, all of them (without exception) faced difficulties in organizing and implementing distance learning in a COVID-19 pandemic.
The priorities and directions of activity on the realization of distance learning common to all countries are allocated, as maintenance of full-fledged process of training, use for this purpose of online platforms, websites, network operators, cloud services; increasing the efficiency of the digital learning environment by organizing distance learning service portals as a single entry point for teachers and school leaders; use of television content; creation of national electronic libraries (electronic content repository); development of recommendations, videos-instructions for teachers, students and parents on the use of specific applications, social networks, video broadcasts, etc.; organization of operative exchange of experience by teachers; purchase, issuance (temporary use) of laptops and tablets to students who are not technically provided.
The experience of organizing distance learning in the countries selected for the analytical review shows that its effectiveness is largely due to a well-thought-out state educational policy; the efficiency of actions of ministries of education; interaction of an education system with various branches of economy, culture, science, health care; receiving timely feedback on the implementation of educational organizations requirements and recommendations for the organization of distance learning.
