Based on the analysis of the mentioned book, the potential of higher cultural education in the region are identified; the origins of this education, stages of its formation, forms of influence on youth are traced.The professional characteristics of the teaching staff of the department, the forms of its positioning in the region and higher education of Ukraine in general are given; the problematic issues of the functioning of higher cultural education are considered, the past organizational and pedagogical experience is critically considered and many proposals are made, which can be actively used in educational practice in the new socio-cultural conditions.
