The article substantiates the interrelation of educational institutions, inclusive resource centers, families, social institutions, and public organizations as an essential condition for developing inclusive education at the community level. The contents and focus of each partner of such cross-sectoral cooperation in the organization of inclusive education at the community level were determined as follows: educational institutions (providing psychological support and socio-pedagogical patronage), inclusive-resource centers (providing psychological, pedagogical, correctional, and developmental services), social institutions (providing social services), rehabilitation institutions (providing rehabilitation services), healthcare institutions (providing medical care), public organizations (an initiative to implement inclusive projects at the community level).
It has been established that building bilateral links to identify problematic phenomena and improve the provision of quality educational services to all children needs constant improvements, regardless of their social status and level of disability. The tasks include substantiation of a system of measures to support inclusive education under martial law, provision of guarantees to families where children with special needs are brought up, and implementation of methodological support for teachers to work remotely.
