DEVELOPMENT OF PHYSICAL CULTURE AND SPORTS AND THE PROBLEM OF HEALTH PRESERVATION IN PEDAGOGICAL COLLEGES OF UKRAINE (1991–2025)

Abstract

The article provides a historical and pedagogical analysis of the development of physical culture, sports, and health-preserving activities in pedagogical colleges of Ukraine in 1991–2025. It reveals the influence of socio-political, educational, and sociocultural transformations on the content, organizational forms, and priorities of physical education and sports-and-health activities for students. Based on the analysis of legislative and regulatory documents (the Law of Ukraine “On Physical Culture and Sports”, the Law “On the Protection of Childhood”, the Concept of Physical Education, and state programs for the development of physical culture and sports), the evolution of state policy in the field of forming a culture of health and motor activity of students is substantiated.

It is shown that a structured system of physical education and health preservation has been formed in pedagogical colleges, encompassing curricular classes, sports-mass and physical-fitness activities, the work of sports sections and clubs, educational and informational events, medical and preventive support, and organizational-pedagogical coordination. The leading role of subject (cyclical) commissions in planning, implementing, and developing physical-culture and sports activities, as well as in preparing students for participation in competitions at various levels, is highlighted.

The dynamics of the content and forms of extracurricular activities are analyzed — from traditional sections and tournaments to integrated health-preserving programs and interdisciplinary educational models. Special attention is paid to the transformation of physical-fitness and health-related work under the conditions of the COVID-19 pandemic and the Russian-Ukrainian war, particularly the introduction of online, and blended formats of motor activity.

It is concluded that in 1991–2025 pedagogical colleges of Ukraine experienced a complex, multidirectional, and progressive development of physical culture, sports, and health-preserving activities. The important role of cyclical commissions in ensuring the unity of educational, upbringing, methodological, and sports-organizational work is emphasized.
