EDUCATION AND MORAL EDUCATION OF ADULTS IN UKRAINE IN THE CONTEXT OF PENITENTIARY PEDAGOGY IN EUROPEAN COUNTRIES

Abstract

This article addresses the issue of education and moral upbringing of adults within the framework of penitentiary pedagogy in European countries. Today, questions of the resocialization, social adaptation, and rehabilitation of convicts are particularly relevant both for Ukraine's criminal executive system and for domestic pedagogical science, specifically penitentiary pedagogy. Therefore, the international experience is essential. The article mentions the «Recommendations for the Education of Prisoners» (17 recommendations) from the Council of Europe, which emphasize broad access to education for inmates and establish equal opportunities for education inside prisons and in the outside world.

It emphasizes that the philosophy of penitentiary pedagogy is based on a set of common principles defined by the European Penitentiary Rules. The main task of correctional systems in European countries is to reduce the risk of repeat offenses by convicts. According to European legislation, the key goal of prisons is to teach inmates to be socially responsible and refrain from committing further crimes, preparing them for active, honest life in society, nurturing high moral values, respect for human dignity, and humanism.

Using the example of the Republic of Poland, the article demonstrates certain trends in the development of penitentiary pedagogy. It highlights the role of adult education, particularly the implementation of projects financed by the European Union in close cooperation with state programs. Noteworthy are the author's programs for the social rehabilitation of convicts (such as the «Prison University Path to Freedom» program and «Rehabilitation through Science»). The conclusion is drawn that penitentiary pedagogy in the Republic of Poland ensures adult education by providing educational services in the fields of school and extracurricular education, vocational training, and the continuous development of new educational projects. Labor plays a significant role in the educational process, and the organization of moral upbringing is an essential element of the process of resocializing convicts.
