Based on the theoretical analysis, the article identifies and characterizes the individual components of the competence approach in the value measurement of out-of-school education, the purpose of which is the intellectual and creative development of the personality, the formation of her active life self-determination, the ability to build her own life trajectory based on the existing vital competences, the creation of effective conditions for awareness of the growing personality not only of cognitive and evaluative, but also of the regulative function of the acquired knowledge and skills. The characteristics of  social competence, which implies the continuity and multidimensionality of socialization, as a progressive movement of an individual to higher levels of adaptation in the path of its development, are characterized.
